The proposed ALGAE FARMING AND REFINERY FOR PRODUCTION OF BIOFUEL & CRUDE ALGAE OIL (CAO), PORTION X, HENTIES BAY STATE LAND (WITHIN DOROB NATIONAL PARK), ERONGO REGION, NAMIBIA requires an Environmental Clearance Certificate (ECC) in terms of the Environmental Management Act (Act No. 7 of 2007) and its Environmental Impact Assessment Regulations (2012) due to the following: Scale of the Development: The project covers approximately 28,224 hectares, qualifying as a large-scale development with the potential to significantly alter the physical environment. Location within a Protected Area: The project is situated within the Dorob National Park, which is an environmentally sensitive area requiring strict regulatory oversight. Nature of Activities: The development includes algae cultivation, industrial processing, and refinery operations, all of which are listed activities that require environmental assessment. Potential Environmental Impacts: The project may result in impacts related to: 1. Land disturbance 2. Water abstraction and discharge 3. Waste generation 4. Air emissions and operational effects Infrastructure Development Requirements The project involves construction of supporting infrastructure such as: 1. Processing facilities 2. Desalination systems 3. Internal roads and service networks Statutory Requirement for Public Participation The EIA process, and consequently the ECC, ensures that Interested and Affected Parties (I&APs) are consulted and their inputs considered. Regulatory Compliance and Environmental Protection: The ECC ensures that the project complies with national environmental legislation and that appropriate mitigation measures are implemented through an Environmental Management Plan (EMP). The requirement for an ECC ensures that the proposed development is assessed in a structured manner, enabling informed decision-making while safeguarding environmental and socio-economic interests.
