THE ENVIRONMENTAL CLEARANCE CERTIFICATE RENEWAL IS FOR: o Activity 9 - Hazardous Substance Treatment, Handling and Storage Activities Activity 9.4 – The storage and handling of dangerous goods, including petrol, diesel, liquid petroleum gas or paraffin, in containers with a combined capacity of more than 30 cubic meters at any one location Activity 9.5 – Construction of filling stations or any other facility for the underground and aboveground storage of dangerous goods, including petrol, diesel, liquid, petroleum, gas or paraffin o Activity 10 - Infrastructure Activity 10.1 (a) - Construction of oil, water, gas and petrochemical and other bulk supply Pipelines 2. DETAILS OF THE ACTIVITY(S) COVERED BY THE ENVIRONMENTAL CLEARANCE CERTIFICATE: 2.1 Title of the Activity The application for the environmental clearance certificate renewal for the Kavango Garage Total Service Station on Erven 1230 & 1231, Ext 3, Rundu, Kavango East Region. Location of Activity The Kavango Garage Total Service Station is located on Erven 1230 & 1231, Extension 3, within the Rundu Townlands. It is situated on the North-eastern side of Markus Siwarongo Street within the Rundu Town Centre and about 1 km south of the Okavango River, within the Kavango East Region. 2.3 Nature of Activity The activities undertaken at the Kavango Garage Total Service Station, Ext 3, Rundu, consist of the fuel retail building with ancillary services, four underground fuel storage tanks (46m3) of 2x unleaded petrol and 2x diesel, which is permanently cordoned off from public access, and connected to five ventilation pipes and associated reticulation pipelines, fuel dispensing islands inclusive of pump island servicing equipment. Furthermore, the fuel station also comprise fuel dispensing island canopy, water/oil separator suitably located for ease of connections, high density Polyethylene (HDPE) fuel delivery pipeline system and tanks fitted with submersible pumps and ancillary equipment (automatic tank gaging etc.). The components of the fuel station also include islands fitted with fuel dispensers for pressure system and Septic tank or connections to municipal services. The fuel station has a dining area for staff members as well as ablution facilities. The site is within the Rundu Town Centre and bordered by a tarred road to the eastern and southern side and has two existing vehicular and pedestrian access points to the eastern and western sides. Rundu is connected to the rest of the national roads’ network via B8, B10 and C45 main roads. There are tarred and gravel roads within the town. 2.4 Scale and Scope of the Activity During the construction phase (around the year 2013), earth works were carried out in certain areas of the project site in order to install the necessary services infrastructure. This required soil excavation, possible removal of the vegetation within the construction site footprint and the movement of heavy construction vehicle and equipment. The Kavango Garage Total Service Station was officially opened in Rundu 04 July 2014, by the then MME Minister. Electricity is supplied by the northern regional electricity distributor (NORED). Temporary and permanent employment opportunities were created. A total of 14 people are employed. The fuel station development is currently operational in compliance with the Ministry of Mines and Energy Petroleum Products and Energy Act, 1990 and Petroleum Products Regulations (2000), Regulations 5 (4). A Retail license (No. R/364/2007) was obtained.
