LISTED ACTIVITY ESIA SCREENING FINDING ENERGY GENERATION, TRANSMISSION AND STORAGE ACTIVITIES (1). The construction of facilities for: (a) The generation of electricity; and (b) The transmission and supply of electricity. ● The lodge is connected to the NamPower Karas T-off substation. A 110 kilovolts amperes (kVa) back-up diesel generator is also in place in the event of power outage. ● Supplementary energy is supplied by ground-mounted solar arrays. WASTE MANAGEMENT, TREATMENT, HANDLING AND DISPOSAL ACTIVITIES (2.3) The import, processing, use and recycling, temporary storage, transit or export of waste. ● Different waste types are generated during lodge operations. Waste is collected at a temporary storage yard, segregated into respective categories such as recyclable and reusable waste, before being disposed of off-site at a registered waste disposal site. TOURISM DEVELOPMENT ACTIVITIES (6) The construction of resorts, lodges, hotels or other tourism and hospitality facilities. ● The main lodge infrastructure includes: twenty-four (24) vintage-built rooms, a campsite with twelve (12) sites and an on-site fuel station. Supporting infrastructure includes a reception area with a curio shop, administration offices, ablution facilities, a bar, restaurant, workshop, swimming pool, laundry rooms, management houses and staff quarters. WATER RESOURCES DEVELOPMENTS (8.1) The abstraction of groundwater or surface water for industrial or commercial purposes. (8.6) Construction of industrial and domestic wastewater treatment plants and related pipeline systems. ● Water for lodge operations is sourced from groundwater boreholes. Abstraction and water use licences are required for this, which are approved and issued by the Department of Water Affairs (DWA) in terms of the Water Resources Management Act, No. 11 of 2013. Currently no approved licences are in place. ● Wastewater is collected through a conventional gravity-fed sewage system and directed to a central collection chamber, where it is treated to reduce the risk of environmental contamination. The water is then reused in the garden. In terms of the Water Resources Management Act, No. 11 of 2013 and its Regulation of 2023, a wastewater treatment, effluent discharge and reuse licence approved and issued by DWA is required for this system. Currently no approved licence is in place. HAZARDOUS SUBSTANCE TREATMENT, HANDLING AND STORAGE (9.5) Construction of filling stations or any other facility for the underground and aboveground storage of dangerous goods, including petrol, diesel, liquid, petroleum, gas or paraffin. ● The on-site fuel station supplies fuel to the lodge’s vehicle fleet and passing motorists. ● In terms of the Petroleum Act No. 13 of 1990 and its Regulations of 2000, a consumer installation certificate is required for the bulk storage (below ground), handling and dispensing of fuel. A retail certificate is also required for the sale of fuel. A fuel retail licence is currently in place, however, the consumer installation certificate has not been obtained.
