250826006303 - Application for ECC for NAMBWA CAMP (African Monarch Lodges) in BWABWATA NATIONAL PARK

On 5 May 2023 Nambwa Camp opened its doors to self drive tourists. According to the EIA Act and Regulation 2007, Comply, African Monarch Lodges requires to apply for a new application to request for an ECC. NAMBWA CAMP at KWANDO CORE AREA within BWABWATA NATIONAL PARK Nambwa Camp is one of African Monarch Lodges (AML), which is situated east of Long lagoon within the Kwando Core Area of Bwabwata National Park (BNP). Furthermore, the Solid Waste Management protocols at this camp site, are recommendable and should be replicated at all lodges and camp sites throughout Namibia. African Monarch Lodges operates in its truest sense, on the 4R eco-principles of: RETHINK to reduce, reuse, recycle, to ensure minimal impact on the environment. Coordinates for Nambwa Camp is as follows with a footprint 2.5ha: • 17.88074 Latitude South and 23.30674 Longitude East Dr Ekkehard Klingelhoeffer was appointed on 7 August 2025 by Mrs. T. Rodgers as the EAP to apply for a new ECC and to submit an EMP for this camp site. Nambwa Camp opened its doors to self-drive tourists on 5 May 2023. Attached is the appointment letter (Document 1) of the EAP Dr E Klingelhoeffer. Nambwa Camp is being referred to as “the private camp” as this camp site, which is in close proximity of Horseshoe bend and east of Long lagoon, where herds of buffalo, lechwe and elephant can be seen. There are only four (4) camp sites and a Head Quarters (HQ) which have a minimal “foot print” on the environment covering an area of no more than 2.5ha. This camp lies 1.5km west from the NambwaTented Lodge in a unique isolated wilderness area. The camp is situated on an elevated vegetated “Island” populated with knob-thorn, jackal-berry, combretum and terminalia tress, which is surrounded by grassland, sedges and reeds. Nambwa Camp can only be reached by road as it is distant from any permanent flowing channels. Nambwa Camp, within the Kwando Core Area of BNP, officially opened its doors for business on 5 May 2023. This camp operates as self-drive/self-catering unit. The objective of this camp is to provide the tourist with a unique wildlife experience in a pristine environment within the heart of the KAZA TFCA. In 2014, AML was founded and registered as a tourist operating company by the late Mr. Dusty Rodgers and Mrs. Tinolla Rodgers. In 2014 the company secured a 25year lease from MET within the Kwando Core Area of BNP. Mrs. Tinolla Rodgers is the owner and also currently the Managing Director of AML. The Proponent operates and provides a rustic constructed hospitality destination to predominantly the European market tourist which provides a unique experience to the visitors in a National Park environment. Refer to the BID document attached for the Fig 1 below. The Proponent is hereby applying for a new Environmental Clearance Certificate (ECC) for Nambwa Camp (NC), within the Kwando Core Area of BNP. NC employs staff from the adjacent villages east of the Kwando River of the Mayuni and Mashi Conservancy, which includes the following departments/positions:  Management  Maintenance  Security NC employs 2 staff of which both staff (2 male) come from the Conservancy of Mayuni and Mashi. Vision of AML: • to develop unique tourist activities such as wildlife photography, sundowner river cruises, ranger courses etc. under the guidance of Mrs. Rodgers and her energetic team • to ensure that every guest receives a wildlife experience in an environment that is being managed and operated on eco-friendly principles • the establishment is committed to comply and adhere to all the Policies, Acts and Regulations that govern lodge operations in sensitive environments, through the implementation of “best practices management” • to retain the respect and trust of the adjacent communities • to strive to reduce, reuse and to recycle waste where and whenever possible Infrastructure at Nambwa Camp includes:  Four (4) camp sites each with an ablution block, kitchen, septic tank, solar unit, donkey for hot water, dedicated braai area (each camp site has a 1 500 sq meter foot print)  Staff camp: two (2) accommodations, storeroom, kitchen, reception, lapa, solar panel unit, borehole, septic tank (1 500 sq meter foot print)  Septic tanks (2000 liter capacity) and each tank with an overflow – liquid soak away Total area, including access roads and camp sites separated from each other, covers a “foot print” of no more than 2.5ha on an elevated woody area surrounded by grassland and seasonal inundated channels.
