ECC RENEWAL APPLICATION: TEEPNA and its Joint Venture (JV) Partners (at present Impact Oil & Gas, NAMCOR and QatarEnergy) hold an Exploration Right over Block 2913B. As part of the process of applying for offshore exploration and appraisal drilling activities in the Block, an Environmental and Social Impact Assessment (ESIA) process was undertaken, which culminated in the Ministry of Environment, Forestry and Tourism (MEFT) issuing an ECC for the proposed activities on 19 September 2019 (MEFT Ref No. ECC-00134). The ECC was issued for a period of three years, expiring on 19 September 2022. Under the aforementioned ECC, TEEPNA drilled one exploration well (Venus 1X Well) between 30 November 2021 and 05 March 2022. This drilling campaign resulted in a significant discovery of light oil with associated gas. Based on the success of the Venus 1X well, TEEPNA applied for an ECC renewal in June 2022 to undertake further exploration and appraisal well drilling in the Block. This included updating of the Environmental and Social Management Plan (ESMP) (SLR, 2022). The ECC validity was extended by three years to 19 September 2025 (MEFT Ref No. ECC – 00134). Under the renewed ECC TEEPNA undertook the following activities: • Drilled an appraisal well, Venus-1A, between 2 March and 26 June 2023; • Re-entered the Venus-1X well and undertook a Drill Stem Test (DST) between 27 June and 28 September 2023 to investigate the ability to flow hydrocarbons from the Venus-1X well; • Re-entered the Venus-1A well and undertook a Drill Stem Test (DST) between 28 September and 4 December 2023; • Drilled an exploration well, Mangetti-1X, between 05 October 2023 to 14 April 2024; • Drilled a second appraisal well, Venus-2A, between 19 December 2023 and 22 April 2024; • Drilled an exploration well, Tamboti-1X, between 18 October 2024 and 31 January 2025; • The drilling of an exploration well, Marula-1XB, which commenced on 01 February 2025 and is currently in progress (as of 24 March 2025) For each of the above completed activities, ESMP close-out reports were submitted to MEFT and MME: • Venus-1X ESMP close-out report submitted on 07th June 2022; • Venus-1A ESMP close-out report submitted on 14th August 2023; • Venus-1X (re-entry and DST) ESMP close-out report submitted on 14th November 2023; • Venus 1A (re-entry and DST) ESMP close-out report submitted on 31st January 2024; • Venus-2A ESMP close-out report submitted on 21st June 2024; • Mangetti-1X ESMP close-out report submitted on 21st June 2024. TEEPNA is now applying to renew its ECC to continue with the previously assessed and approved activities, including exploration and appraisal well drilling in Block 2913B beyond the current ECC expiry date of 19 September 2025. HAZARDOUS SUBSTANCE TREATMENT, HANDLING AND STORAGE 9.1 The manufacturing, storage, handling or processing of a hazardous substance defined in the Hazardous Substances Ordinance, 1974. 9.3 The bulk transportation of dangerous goods using pipeline, funiculars or conveyors with a throughout capacity of 50 tons or 50 m3 or more per day. 9.4 The storage and handling of a dangerous good, including petrol, diesel, liquid petroleum gas or paraffin, in containers with a combined capacity of more than 30 cubic meters at any one location. 10. INFRASTRUCTURE 10.1 The construction of- (e) any structure below the high-water mark of the sea.
